Wilber Garcés Pérez was shot by ICE on Sunday. His mother, Flor, told CNN that she has not been able to speak with him since the video call they had shortly after the shooting. She said that Garcés Pérez was shot in the back after stopping his vehicle and asked U.S. authorities to ensure that he receives medical care to remove the bullet and treat a fractured collarbone.
