What are the arguments used by some Western analysts to claim that Putin's nuclear threats regarding Kaliningrad are a "bluff"?
Mark Toth and Jonathan Sweet argue that the Kremlin is engaging in "nuclear bluffing" to intimidate the West and distract from military failures in Ukraine. They characterize Kaliningrad as a "hollowed-out shell" because its conventional forces have been deployed to Ukraine, leaving the region primarily hosting nuclear missiles.

How has the geopolitical landscape of the Baltic Sea changed for the Kaliningrad exclave following recent NATO expansions?
Anatol Lieven notes that NATO expansion to Poland, Lithuania, Sweden, and Finland means that Kaliningrad is now surrounded by NATO countries both by land and sea. Toth and Sweet further state that the Baltic Sea has effectively become a "NATO-controlled lake" following the accession of Sweden and Finland as the newest members of NATO, leaving Kaliningrad highly vulnerable.

What specific actions by NATO or its members have prompted Russian threats of a nuclear response regarding Kaliningrad?
Russia has threatened a nuclear response in response to discussions in some NATO countries regarding a blockade that would isolate the Kaliningrad exclave from the rest of Russia by land and sea. Furthermore, Polish Deputy Prime Minister and Foreign Minister Radosław Sikorski has suggested that NATO should "aggressively" exercise near the exclave and treat it as a front in the confrontation between Russia and the West.

Why does Russia consider Kaliningrad to be of profound strategic importance?
According to Thomas Graham, a fellow at the Council on Foreign Relations, Kaliningrad provides Russia with a warm water port on the Baltic Sea and holds major military assets used to defend Russian interests in the region, including access routes to St. Petersburg. Additionally, Anatol Lieven of the Quincy Institute notes that it is internationally-recognized Russian national territory, meaning any attack or blockade would be legally considered an act of war against the Russian Federation.
