A New Hampshire man walked into the Concord Public Library this week and handed over a magazine that had been overdue for 132 years, and thanks to a new fine freeze policy, he won't owe a dime of the $12,055 tab. The patron, identified only as John, returned the September 1894 issue of The Century Illustrated Monthly Magazine after reading a newspaper article about the library's decision to suspend overdue fines.
