Wilber Rafael Garcés Pérez, a 28-year-old Venezuelan man, says he was delivering food for DoorDash when he was shot and injured by ICE officers in Austin, Texas. DHS claims that Garcés Pérez faced a final order of removal from the country. His lawyer says that he originally entered the country seeking asylum and had gotten a work permit. His attorney says that Garcés Pérez changed his address in immigration court, but that a hearing notice was sent to his previous address, so he was unaware and didn't go, which led to a removal order.
