Marquez Pinder, 29, who was based in South Florida, was booked into a Miami jail on felony charges of hazing, attempted manslaughter and aggravated battery with a deadly weapon.
Prosecutors say the victims were repeatedly beaten with canes and paddles over four days in April.
No structures, residences or public spaces were immediately threatened by the fires.
