PULSE POINTS WHAT HAPPENED: Jose Alberto Lozano-Flores, a 29-year-old Mexican national, was arrested in Boise, Idaho , on charges of felony first-degree kidnapping , felony lewd conduct with a child under 16, and misdemeanor resisting and obstructing after allegedly kidnapping and sexually assaulting a 15-year-old girl. The incident occurred around 9 PM on July 22 at Freedom Park in Star, where authorities say Lozano-Flores approached the unknown victim, sexually assaulted her, and drove off with her in his vehicle.
