Officials in the Southern California beach city of Carlsbad have declared a local emergency to fast-track boulder placement along crumbling coastal bluffs, racing to stabilize a heavily traveled road before a potentially punishing El Niño season arrives. City Manager Geoff Patnoe announced the declaration after receiving a geotechnical report on Sept. 8 that recommended emergency stabilization measures along South Carlsbad Boulevard, just north of the bridge at Las Encinas Creek.
