Officials in the Southern California beach city of Carlsbad have declared a local emergency to fast-track boulder placement along crumbling coastal bluffs, racing to stabilize a heavily traveled road before a potentially punishing El Niño season arrives. City Manager Geoff Patnoe announced the declaration after receiving a geotechnical report on Sept. 8 that recommended emergency stabilization measures along South Carlsbad Boulevard, just north of the bridge at Las Encinas Creek. The planned work would extend an existing rock revetment roughly 192 feet to the north by placing boulders along the base of the bluffs, FOX Weather reported .
