The unnamed colonel, who commanded a coastal guard unit based in the port city of Nampo, was arrested earlier in July after warehouse guards spotted him trying to move the stolen grain by vehicle to Nampo's port, the Daily Mail reported , citing the Seoul-based outlet Daily NK.
