Senator Murkowski opposes the SAVE Act because she argues that its voter documentation requirements could be difficult for rural Alaskans and could disenfranchise or alienate voters in rural parts of Alaska by creating logistical challenges.

When the team member used the name of Karina Waller, Senator Murkowski’s state director, and stated they did not have identification, the poll worker confirmed they were at the correct polling place and offered the question ballot option.

James O'Keefe, using the name of Senator Lisa Murkowski's brother, Brian Murkowski, told election workers he did not have identification and asked if Brian could still vote. After finding the name on the voter rolls, poll workers told him it was "Absolutely possible" to vote without ID and offered him a question ballot, stating, "You can vote if you'd like to." O'Keefe did not check in as Brian Murkowski, cast a ballot, or sign his name.

The worker responded, “After the fact, yeah.”

An election worker told the journalists, “You’re the ID,” referring to the registered voter serving as the identification for the people they are vouching for.

The individuals being vouched for must sign an oath affirming their own identity and eligibility to vote.

A voucher must personally know the individuals being vouched for and know that they live within the same precinct; the voucher must then sign a legal oath affirming their residency.

A registered voter can vouch for up to eight people, provided that the voter is already registered and everyone is in the same precinct.

Under Minnesota Statutes § 201.061, a registered voter can sign an affidavit affirming that they know another individual resides in the same precinct, which allows that person to register at the polls without presenting standard proof of residence.
