Governor Patrick Morrisey sent 100 National Guard members into the hardest-hit areas of northern West Virginia overnight, with another 200 expected to arrive by late Wednesday morning. Emergency crews pulled dozens of people from submerged vehicles as floodwaters tore across Lewis and Upshur counties, two rural counties with a combined population of roughly 40,000.
