The National Hurricane Center is tracking two areas of potential tropical development in the Atlantic basin, but a strengthening El Niño and plumes of Saharan dust continue to stack the odds against a major storm. A strong tropical wave that recently rolled off the coast of Africa is pushing westward across the open ocean between Cabo Verde and the Caribbean, carrying showers and thunderstorms with it.
