Legal analysts say the National Trust for Historic Preservation will struggle to prove it has legal standing to block President Trump's White House ballroom, a weakness that could let the Supreme Court end the case without ever ruling on the construction itself. The D.C. Circuit Court of Appeals upheld a lower court's preliminary injunction in a 2-1 decision, ruling that the Trump administration cannot proceed with above-ground construction of the ballroom without Congressional authorization.
