Tropical Storm Edouard roared ashore near Port Arthur, Texas, with 60 mph winds and has since dumped as much as 21 inches of rain on parts of southeast Texas, leaving more than 70,000 customers without power and forcing residents in several communities to seek higher ground. The National Hurricane Center confirmed that Edouard made landfall at 2:20 p.m. local time Tuesday near Johnson Bayou, Louisiana, roughly 15 miles south-southeast of Port Arthur. Maximum sustained winds hit 60 mph, and the storm's minimum central pressure measured 996 millibars.
