A federal court has frozen the Bureau of Land Management's plan to remove hundreds of wild horses from a fire-scarred Oregon range just weeks before winter storms may close the roads. One of the groups that won that delay is under congressional investigation over claims that it turns taxpayer-reimbursed lawsuits into fundraising.
