Gov. Josh Shapiro’s policy changes come as growing numbers of political leaders from both parties try to slow down data center development.

The Democrat-controlled legislature passed the measure on Tuesday, but Gov. Janet Mills, a Democrat running for Senate, has yet to say whether she will sign it.
A recent study from the Institute for Energy Research (IER), however, has suggested that those concerns may be overblown, after it found no statistically significant correlation between data centers and rising costs.
The bill would block new data centers that draw more than 20 megawatts of power until the fall of 2027. It also calls to study their impact on the electrical grid.
The bill prohibits government agencies from signing nondisclosure agreements with “large load” customers and gives local governments authority over their planning and land development regulations.
