The U.S. has already imposed sweeping sanctions on Russia since the beginning of the Ukraine war. The late Graham, however, had pushed for a significant escalation of those measures.
The Treasury Department is waiting until Monday so as not to carry out the sanction on the anniversary of the Sept. 11, 2001, terrorist attacks.
