More than 30,000 customers across East Texas remained without power days after Tropical Storm Edouard slammed the Gulf Coast, while flash flood emergencies and rising waterways continued to threaten communities inland. Edouard made landfall Tuesday afternoon near Johnson Bayou, Louisiana, roughly 15 miles south-southeast of Port Arthur, Texas, packing maximum sustained winds of 60 mph and a minimum central pressure of 996 mb, according to the National Hurricane Center. The storm weakened to a tropical depression by Tuesday night, but the damage was already spreading.
