Two investigations have substantiated allegations that one of California's most powerful union presidents tried to strong-arm fellow labor leaders into backing a proposed billionaire tax, and engaged in a pattern of threatening conduct toward women in the process. Dave Regan, president of SEIU United Healthcare Workers West, one of California's largest and most politically influential unions, faces findings from two separate probes that paint a picture of coercion, intimidation, and, in one case dating to 2009, alleged physical assault against a female colleague.
