An Arkansas State Trooper pulled a man from a car by his dreadlocks during an arrest in Blytheville, Arkansas, on August 19.  In an incident report, the officer said the man failed to respond to his requests to exit the vehicle. The man in the video, Tedrick Washington, later posted part of the incident on Facebook, demanding “justice.”
